I just tried to install Leap 15.4 build 222.1 from NET ISO on uSD card, with WLAN and it just prompted for SSID and WPA key, as expected, and I went through the installer steps properly and it is installing packages. Once it finished, I will retry with an Ethernet connection instead of WLAN.
You are installing to the same uSD card you are booting from? That works? Please try with a USB stick!
I boot from uSD card and install to USB stick. I will try to boot NET ISO from USB. What is the size of the RAM of your Pi4? Mine is 8GB. Guillaume
