Yes, but plotting software and a postscript interpreter - for a GUI, for a program hat already has the equivalent ncurses functionality installed?!??? This YaST discussion has little to do with arm. If you want to complain about general packaging, try opensuse-factory list.
As Guillaume pointed out, this is most likely due to recommended rather than required packages.
