I have the BIOS updated up to last version.

Seems to be a general Xpress 200M problem: Boot with "noapic" option, and the double speed problem goes away.
ATI, AMD, and SUSE are aware of the problem and have figured out what causes it.

Actually we haven't. The latest known state is the "clear APIC pin" patch in http://bugzilla.kernel.org/show_bug.cgi? id=3927 but currently it's not usable because it breaks a lot of other systems (that could be worked around) and probably still not quite correct because it generates lots of APIC errors. like Andi's latest
patchset includes a fix but you may want to try it out in case I misread one of the Changelog entries.

Sounds similar to a problem we've been having with some HP hardware... try disabling the cpu frequency scaling. Not sure on suse 9.3 but on sles9 you edit /etc/sysconfig/powersave/common and set the POWERSAVE_CPUFREQD_MODULE value to "off" Our dl385s would drift a bunch at boot time (clock would be a couple days ahead) then ntp would fix it, but I think ntp had to keep fixing skew. The couple of dl585s we have would just get farther and farther ahead... the clock was so bad on those I did a: date; sleep 10; date on one and the time difference was 2:10.. ouch.
