The driver built from https://github.com/lwfinger/rtlwifi_new
builds against the 4.17 kernel and works perfectly.
RTL8723DE is also part of a combined bletooth/wifi usb dongle but be
aware that I only found the actual part number in the windows device
manager. hwinfo and lsusb only show the vendor and device codes.

I was going to say that means /usr/share/usb.ids needs updating, but
that file is no longer part of "usbutils". (the man page "lsusb" still
refers to it though.)
It looks like lsusb has switched to using the udev hardware database,
ie. /usr/lib/udev/hwdb.d/
