openFATE is as alive as Schroedinger's cat ;-)

Seriously: openFATE was not actively used by our developers, and also
wasn't maintained for quite a while (aka "bitrotting").

We are currently documenting the replacements, and when this is done,
we'll announce the shutdown of openFATE - early enough to give everybody
a chance to backup his/her favorite feature request. Maybe someone is
even bored enough to implement one of them? ;-)

Finally, how can I register new petitions for openSUSE at this moment?

I'll give you a quick summary:

Most feature requests are about improving upstream software, and
therefore should go to the upstream (bug)trackers, for example on
github, bugs.kde.org, ...
Please tag them as "feature request" or, for upstream projects using
bugzilla, use severity "enhancement". The details obviously differ for
each upstream project, but you won't be completely wrong with what I
wrote ;-)

If you have openSUSE-specific feature requests (to name a boring
example: "install $package by default"), you can open a bug at
bugzilla.opensuse.org. Please make sure to use severity "enhancement".
