Per has explained the real reason why old browsers are not supported
and encryption is enforced.

oversimplification that doesn't explain why everyone must only use
modern bloated browsers to read static pages:

The two are not related. If you can dig out an old browser and build it
with a modern openSSL library, your old browser will continue to work
just fine.
