I had this second case come up with a relative on Windows 10 who'd previously used a now removed-by-MS utility.  I pointed him to avidemux and this tutorial:

Avidemux is a no-no.

It can not cope with audio in two languages. :-(

Most video editors only handle a single audio track, possibly because they live in an English speaking country.
