Well, since there is no problem in the new user, to track it down you can start by dragging one config from your main user home (or a select batch of configs) to the new user until the problem crops up there.

That will isolate it to a config file (or the last select group of configs).

If doing it in groups, you could narrow it down from the group to one config file by creating yet another new user, then dragging one config at a time from that isolated group.
