ffmpeg can be compiled differently. By default within openSUSE Leap up to
now ffmpeg is compiled without binding to mp3 support because of license
restrictions. The patents for mp3 have been expired after release of
openSUSE Leap 42.2 so mp3 support within the OSS/free repository could not
be provided. However openSUSE Tumbleweed is nearly there:

And so might be upcoming versions of openSUSE Leap.

It is worth noting here that the recommended way to install ffmpeg (by the
ffmpeg developers) is to install from the latest git sources and update
regularly the same way. Distro versions are often several versions behind
(speaking generally here) and ffmpeg is actively developed and regularly
updated with bug-fixes and new features.

The developers’ response to bug reports is usually “install the latest git
version and retest”.

Cheers,
Rodney.
