Then it's time to find a new ISP and let the old one know why he's
leaving. This is predatory behaviour, in that they're deliberately
harming a customer, in order to squeeze more out of them.

They're not harming anyone. They're almost certainly delivering exactly
the service the customer is paying for.
I am sure they are operating according to their T&Cs - nobody dishing
dynamic addresses will give a guarantee that it remains the same over
any period of time. That it might happen anyway is pure luck, but if a
customer relies on what was not promised ....
