This is true, indeed. Also what Carlos said regarding data protection laws.

If it is unavoidable to send *a* passport scan because you need the job and can't negotiate about such things with the company, I would fake the passport jpg: using gimp to alter the number, date and any data of the document that they wouldn't know and can't check, and blur the photo a bit ("sorry for poor scan quality"...), that would also hide your image manipulation...

So should it go public somehow at least it would not reveal usable data to identity thieves...

I know this is not correct, but what the company asks you is not correct, too.
