dnf download --source <RPM name>

Does it not work? You may need to add and/or enable source
repositories, like in openSUSE.

Otherwise I usually simply pull them from download site directly. Like

http://download.fedoraproject.org/pub/fedora/linux/releases/$releasever/Everything/source/SRPMS/
