Even a cheap home routers have a range of IPs that are given out by
the dhcp server, and the rest that is not, so that you can use those
as fixed IPs. There can not be those collisions you mention if you
just find out what the proper range for fixed IPs is. And it is
usually trivial to change the range in the control web page of the router.
