*Installing* 4500 packages during dup from 13.1 to 13.2 took
approximately 17 hours here. Downloading was a breeze.

model name : Intel(R) Core(TM)2 Duo CPU T8300 @ 2.40GHz

I intend to stay with 13.1 for at least some months, but the offline
upgrade from 12.3 to 13.1 was way faster. My system is larger than yours:

Telcontar:~ # rpm -qa | wc -l
6160

processor : 0
vendor_id : GenuineIntel
cpu family : 6
model : 23
model name : Intel(R) Core(TM)2 Quad CPU Q9550 @ 2.83GHz

Of course, offline doesn't update all, you have to do an online just
after the first boot. With a /usable/ system, and takes ages on
1mbit/s. It makes one consider whether to mirror "oss" somewhere in
advance.

In my case, inet is the big hurdle.

Root, rpm cache, and /usr are on different rotating disks (distributed
load). And 8 Gigs of ram.
