What you're asking for seems likely to not exist. You're asking for
something that affects the presentation on screen, which means that any
library implementation is likely to be bound to a presentation toolkit.
So if you search for gtk clock or qt clock, you find such things. But if
you want something more general then as you say you're just talking
about basic primitives like displaying digits, playing sounds, drawing
lines, colouring areas ... so there's nothing specific about clocks.
