Mageia and Mandriva do as openSUSE. There could be other distros doing the same.

So, Ubuntu may be the one which is "out of step", so to speak, just in other ways: for example, I learnt that it does not activate a firewall as a default but requires one to manually and delibarately activate and configure it. How primitive.
