About the only time this is useful is when you are trying to split the screen

two different windows. Drag one left till cursor hits edge, release and the
window re-sizes
to take half, drag the other right, same thing. At last, that's how it is
implemented
on most platforms.

My KDE 4.6 systems go one further, and allow you to tile the display in
quarters by dragging
to the left edge near the top or bottom to get quarters, and near the center
to get half screen.

And No, I can't find where this is configured either.
