Something went wrong during installation or upgrade, I don't
know.

I've disabled the NetworkManager.service but it still hangs during
boot.

Have you tried using sysvinit instead of systemd?

Shouldn't this also work with systemd?

It should work but in practice there are so many bugs and
inconsistencies that I wouldn't use it.

The earlier one gets rid of its bugs one the better.

Yup, if you want to help debugging then try to solve this particular
problem. If you just need a working system then switch back to
sysvinit.

I've missed the point. Is your system a fresh installation or upgraded?
In case of upgrade the switch to systemd is considered one of the most
annoying bugs:

It is a new installation.
