Your wording seems confused ...
But the real point is that wwwoffle is not magic.
All it does is cache pages you have visited.
If it needs more, then it needs to be on-line.

I think you are confused about its purpose.

It makes sense if you don't have a reliable connection, such as a
walkabout netbook/tablet with wifi AND you have plenty of disk space you
can devote to the cache.

If you have a desktop with a reliable connection, be it cable, DSL or
modem, then why bother?

And if you do bother, then why not go with a well documented ('pretty
pictures' and everything) caching proxy like Squid? I'm sure there's
more support for something mainstream (and open source) like Squid on
this forum that something obscure and poorly documented like wwwoffle.
