Here's the commands i used:-

cd .kde4/share/apps/nepomuk
qdbus org.kde.NepomukServer /nepomukserver quit
mv nepomuk OLD_nepomuk
nepomukserver &

This made kmail run a lot quicker for a while but it did slowely degrade
again.
