That's right - as should the per-host files
pxelinux.cfg/01-nn-nn-nn-nn-nn-nn

(nn-nn-nn-nn-nn-nn being the MAC address of the NIC you're booting
from.)

If you insist on using the form
subnet 192.168.1.0 netmask 255.255.255.0 {
then I'd make sure that the range is ONLY in that subnet.
And I'd use the "range" statement
KISS

subnet 192.168.1.0 netmask 255.255.255.0 {
range 192.168.1.1 192.168.1.254;
}
