Zypper can't know that smart GUI won't start with the newer
python-gtk package. It's the task of the packager of that
python-gtk package to ensure compatibility. So if a package breaks
something, complain to the person(s) that built the package, not
those offering and maintaining the OBS!

No, this is the way it happens sometimes. Not everything gets upgraded
at the same moment. Not hard at all.

The Repositories in openSUSE are unable to check that there are
differences in what is being provided to the users of openSUSE?

The repositories are nothing more than a place to put stuff. It's the
program that uses them that makes the decision..
