I have already tried dmesg. It shows no activiry even after several minutes.

Plug in the drive. Wait a minute or two, then from the command line do

dmesg | tail -20

You should either see an error message or the appearance of a new
/dev/sdX entry.

If you see the new /dev/sdX, try mounting it manually. (mount
/dev/sdX /mnt is the easiest command to try).

I have not had to manually mount with 10.3 that I can recall, but with
older versions it was common for me.
