semi-correct. /sbin is not by default in $PATH of a regular user, which is why
it's not "recognized" unless you give the full path to it. But there's no
point, since you're not allowed to do anything with it as a regular user (I
hope no one sets permissions on the hard drive device nodes so regular users
can access them)
