The instructions were for SuSE 9.3, but they will be very similar for
10.0, I guess. I can not really know for certain, as I don't use 10.0. I
suppose you could put it in
/usr/share/hal/fdi/policy/20thirdparty/noautomount.fdi, or in
/usr/share/hal/fdi/policy/95userpolicy/noautomount.fdi

I would try the later first.
