This problem occurs only with sendmail.
mail, and mailx do not have this problem.

If I do
sendmail -v root
To: Bababa@dadada

Then the email arrived contains a to field
To: Bababa@dadada

and not "undisclosed recipients".

I suppose you are right that sendmail (or postfix)
does not construct a proper To: field
and hence use the default blank one.

The next question is how to fix this?

mail root < /tmp/dummy_file

and see what happens. sendmail is the program that handles the message
passed to it by the mail command.

Also -please- do not top post and also please only reply to the list
unless asked otherwise. Simply doing a "reply to all" results in the
person trying to help you getting two copies of your message.
