Dunno. But as you don't have an /etc/opt/kde3, my first stab at this would be
to try making one [mkdir /etc/opt/kde3] and to expect to find that I couldn't
because I was the wrong id or something.

As the permissions I have on /etc/opt indicate it belongs to root and only the
user [ie root can write entries], I would tend to think of trying the install
as root.
