I don't think it's a "broken MS encoding", I suspect it's a "broken Plan 9
encoding", namely UTF-8. It's not really broken either, it's just that not
everything handles it correctly

To convert, it should be enough to select the proper encoding in your mailer.
in KMail, this is "View->Set Encoding".
