how does one get to use a external command?

Ok, you have to do this:

Set the right time using the way you already know how to do.

Open Konsole (click on the icon in the panel; has a tooltip that says Konsole).

type this in there:

su -
Give the root password

hwclock --utc --systohc
exit
exit

An "external command" is an program file that bash runs, opposed to an "internal command" (or "builtin") (examples: cd, fg, bg, kill, echo, export)
