If you want to install a package which was not specially packed for SuSE (I mean starting from a tar.gz), you can, but you have to do it by hand.
Unpack the tar.gz and read carefully the readme and/or the install files.
I suggest you to install the package under the /usr/local tree...

2) How do I invoke SuSEconfig? Can I use YAST as an alternative to a make and SuSEconfig?

You don't have to, since SuSEconfig only works with "native" SuSE rpms

3) Any comments on how MalSync works at this time? Is it worth the effort?

If you've never compiled an app on your own, you should learn (sooner or later). So if you like to play with MalSync, do it :-)
