I've tried this and it doesn't do anything to my monitor.

In addition, I'd like to have the hard disks spin down. I notice they're
always spinning. I can do a command line (although I can't remember what it
is) but there must be an automatic way of this.

Go to: Control-center->Power Control->Energy.
Adjust settings there.
