I don't know if they've changed things in 2.4.7, but man swapon gives
priority as a number between 0 and 32767, and when I do swapon -s I get
priority 42 (another Adams reference?).

Perhaps this is why your system doesn't use the swap areas, although what
causes it, I can't say
