DHCP server not responding

I have a problem with my DCHP server (SuSE 7.1). The daemon is running, and
tcpdump shows the BOOTP packets are being received by the server, but the
server does not respond with a DHCPOFFER (or anything else for that matter).
dhcpd.conf below. Any ideas?
