Yes: they both provide a library of functions for producing graphical
user interfaces without the tedious detail of programming X directly. Qt
is a C++ library, which works more naturally with GUIs. Gtk+ uses C,
which makes it easier to use the more common C applications. There is a
C++ wrapper for Gtk called Gtk--.
