It doesn't seem to be very helpful.

kcontrol is contained in the kdebase package:
$ rpm -qf /opt/kde2/bin/kcontrol
kdebase-2.1.1-15

You can "verify" the package by:
$ rpm -V kdebase-2.1.1-15

Optimal case is when no files are listed. I guess the .png files are
listed because they belong to both kdebase-2.1.1-15 and
kdeutils-2.1.1-15.

I've also heard some rumor about problems caused by files or
directories in user's home directory that were owned by root. I don't
know anything more about it. It may not be related to SuSE 7.1.
