One of the problems here is that tgtd and the init.d/tgtadm are both broken.

Maybe you want to create a separate bug to deal with these issues, and
leave this bug cover the tgtd rpm/zypper issues.

1) tgtd starts with an error:

# /usr/sbin/tgtd -d 10
(null): fcoe_init(214) (null)
(null): fcoe_create_interface(171) no interface specified.

2) init.d/tgtadm seems to have syntax errors:

Starting SCSI target service:
+ modprobe crc32c
+ modprobe scsi_tgt
+ startproc /usr/sbin/tgtd
+ tgtadm --op update --mode sys --name State -v offline
tgtadm: invalid request
+ tgt-admin -e -c /etc/tgt/targets.conf
+ tgtadm --op update --mode sys --name State -v ready
tgtadm: invalid request

These invalid requests seem to be due to the lack of a "--lld iscsi" in the
command lines:

# tgtadm --op update --mode sys --name State -v offline
tgtadm: invalid request

# tgtadm --lld iscsi --op update --mode sys --name State -v offline
<no error returned and State is "offline":

# tgtadm --lld iscsi --op show --mode system
State: offline

3) Documentation on tgtadm appears to be lacking (at least from the
sles11sp1beta4 doc set).

Please raise the priority of this issue. The error messages will make our
customers very unhappy.
