No there shouldn't be. We don't need guidelines for _everything_...
It is allowed, but it slows down page load as image must be retrieved from another server. So it is better to upload it the wiki.
I know of several cases where the image was uploaded to an outside server simply because nobody knew how to upload that image to opensuse.org.
