I can't reboot either -- same problem.
Note, I have had to use 'reboot=bios' on my command line for a long time... Without that command, on the command line, I would get the symptom I see with 12.2 boot SW...
Maybe something is interfering with that? A WAG... (something I haven't tracked down yet ... not high enough on the food chain..)...
Here is a comment i got when i commented on a bug in bugzilla that looked similar. "This is unrelated, you need to use "halt -p" to shutdown your computer (as explained in the manual).
