For that you need to be a developer, have that package installed (osc command) and probably need permission to query the OBS databases. There should be a common world interface, for "laymans".

Anyhow, kbabel is already in package kdesdk3-translate built from source package kdesdk3 from the KDE:KDE3 project.
Interestingly, neither webpin nor yast (after those repos are installed) can find kbabel - or I wouldn't have asked. Anyway, I'm already (for an hour or more) installing that package (and a lot more, 600Mb over 1Mbit adsl, slow), so I will know if it is there or not. Worse, several packages are missing from the repo or the mirror, I'm afraid. The installation will fail to run (kdebase3, x64, is missing - so says yast).
The KDE 4 equivalent of kbabel is lokalize; that's in 11.2 and the KDE:KDE4:* projects as you would expect.
