I was finally able to get scrollbar arrows back for gtk-2/gtk-3 applications. Firefox is gtk-2, so what works for me is:

The system I've been using today for bug follow-ups has KDE3 on 12.2 and KDE3 on 12.3 & 13.1B1. On 12.3 & 13.1, no Mozilla app I've tried has the arrows whether I have that content in a ~/.gtkrc-2.0 file or not, while on 12.2 without any such file the arrows are where they belong.
