Hi, I suffered from the same troubles when i installed 13.1 on my 11 year old computer. After some troubleshooting i found out that it was caused by desktop effects. The problem was solved as soon as i disabled the desktop effects. You disable them by pressing Alt+Shift+F12. I do not remember if pressing the keys makes it permanent. To make them permanent disable "desktop effects at startup" via Desktop Configuration.
