Put the server you like instead of http://download.opensuse.org/ and report bad server to admin@opensuse.org or ftpadmin@suse.com, so that admin can check server and remove from list that http://download.opensuse.org/ is using for redirection.
Yes. However, I think the OP could request a blacklist as a feature request in the bugzilla.
