This is just speculation, but I think I recall that grub uses some /tmp, and perhaps also fsck. (Or is it using the ramdisk /tmp????) If you bury your /tmp as a symlink into /var, then it may not be available when needed. My other reasoning is that so many progs use /tmp, that I would hate for a foul ball to wipe out my /var partition.
