No matter what hardware you're running on, Xen is providing the same (virtual) hardware that W2003 thinks it's running on, so it could be the most debugged "hardware" for it. Alternatively, Xen just emulates a selection of hardware on which Xen is particularly stable.
Of course this explanation suggests that hardware faults are the cause of Windows instability or slowness when running nativly. I find that very difficult to believe. And it still does not explain why the claim is made that Windows runs better under Xen than it runs naively.
