That they can add or remove packages from the distribution, as they are developing it, but the old, no more existing package does not get removed because something still lists it as dependency because its packager hasn't yet noticed. Something of the sort, I'm unsure of the details. With dup, everything gets replaced with /new/ versions. If a package dissapears from the repo, it gets removed from your machine, too.
