I downloaded that whole thing too. Then instead of doing a ftp-install you install it from your harddrive, at least that's what I did. The only thing that changed from 8.1 to 8.2 is that Yast2 now apparently uses passive-ftp, whereas 8.1 did not (according to the ftpadmin@suse.com). There have been people who installed via ftp, so the problem is not as simple as there being an error on the servers. In my case I think it is because port 21 is open but everything else shutdown, so that Yast2 can establish a connection to the ftp, thinks it can use it and then fails to open the data-port.
