Depends on the ISP, for some, yes, but for others, you might get some other kind of card with which to connect to the cable "modem".

Depends on the ISP, some give dynamic using PPPoE, some use DHCP, and some give static IPs.
iii) Would it be possible to continue using ISDN ( as standby ) ?
Probably. This depends on a combination of your Phone provider and the type of cable "modem". It might require to accounts. Your ISP should be able to answer this.
iv) IP Masquerading and ipchains issues .
I don't know much about this, other than the fact that you will be more vulnerable to attack, if you are going to be online 24/7, so it would be advisable to look closely at your security.
