man pppd: 10 The PPP negotiation failed, that is, it didn't reach the point where at least one network protocol (e.g. IP) was running. It means that the modem connection was bad and both sides can not talk. You need a different init string for you modem. Try a simple "AT &F" or "AT &F1" or whatever works for you in windows.
