Sí, y entiendo que la dependencia sigue existiendo, claro. Lo que intentan evitar con el upstart es que en caso de que la red no se encuentre disponible, no afecte al resto de procesos y que el servidor se quede esperando algo que no llega. Es decir, tú arranca majo, que la red ya la te conecto yo después y ya iniciarás el servicio cuando esté disponible.
