YES, it is! Skimming over the links posted on harassment cases on conferences I did not find a single one which I would have not considered inappropriate and I think most of us would feel the same way. So please, read what Joos wrote - this really is not about disecting carefully every word before it is spoken but more about applying a little common sense on how to communicate observing the feedback of those one communicates with. I'd argue that a majority of us already have a rather good grasp of how to express themselves in public even in a culturally diverse group - so there is nothing to worry about. However there are people who don't or who tend to forget. For them this code of conduct serves as a friendly reminder that we do not condone such behavior and it leaves them no room for the excuse they 'didn't know'.
